JRF-NET on Dec 30: Apply by Nov 16

Nov 05,2012: University Grants Commission (UGC) will hold on 30th December 2012 (Sunday), the National Eligibility Test (NET) for determining the eligibility of Indian nationals for Lectureship only or Junior Research Fellowship (JRF) and Lectureship both, in Indian Universities and Colleges, in 78 subjects, at 77 selected NET Coordinating Universities spread across the country.

The subjects include Economics, Political Science, Philosophy, Psychology, Sociology, History, Anthropology, Commerce, Education, Social Work, Defence and Strategic Studies, Home Science, Public Administration, Population Studies, Music, Management, Maithili, Bengali, Hindi, Kannada, Malayalam, Odia, Punjabi, Sanskrit, Tamil, Telugu, Urdu, Arabic, English, Linguistics, Chinese, Dogri, Nepali, Manipuri, Assamese, Gujarati, Marathi, French, Spanish, Russian, Persian, Rajasthani, German, Japanese, Adult Education/ Continuing Education/ Andragogy/ Non Formal Education; Physical Education, Arab Culture and Islamic Studies, Indian Culture; Labour Welfare/Personnel Management/Industrial Relations/ Labour and Social Welfare/Human Resource Management; Law, Library and Information Science, Buddhist, Jaina, Gandhian and Peace Studies; Comparative Study of Religions, Mass Communication and Journalism, Performing Arts-Dance/Drama/Theatre, Museology & Conservation, Archaeology, Criminology, Tribal and Regional Language/Literature, Folk Literature, Comparative Literature; Sanskrit Traditional Subjects (including Jyotisha/Sidhanta Jyotisha/ Navya Vyakarna/ Vyakarna/ Mimamsa/ Navya Nyaya/ Sankhya Yoga/ Tulanatmaka Darsana/ Shukla Yajurveda/ Madhva Vedanta/ Dharma Sastra/ Sahitya/ Purana-itihasa/Agama/Advaita Vedanta); Women Studies; Visual Arts (including Drawing & Painting/Sculpture/ Graphics/Applied Art/History of Art); Geography, Social Medicine & Community Health, Forensic Science, Pali, Kashmiri, Konkani, Computer Science and Applications, Electronic Science, Environmental Sciences, International and Area Studies, Prakrit, Human Rights and Duties, Tourism Administration and Management and Bodo.

Those with Master’s Degree in Geography (with specialization in Population Studies) or Mathematics/Statistics are eligible to appear in ‘Population Studies’.

Those with Master’s Degree in Humanities (including languages) and Social Sciences are eligible to appear in the subject ‘Women Studies’

The List of Coordinating Universities is available at http://www.ugcnetonline.in/. Printout of Online Application Form should be addressed to the Registrar/Principal of the respective Coordinating Universities/Colleges.

Those who qualify for the award of JRF are eligible to pursue research in the subject of their Post-Graduation or in a related subject and are also eligible for Lectureship. The award of JRF and Eligibility for Lectureship (both) or the Eligibility for Lectureship only will depend on the performance of the candidates in all three papers of NET. Those qualifying exclusively for Lectureship will not be considered for award of JRF. Those appearing in NET should clearly specify in the prescribed

Application Form whether they are applying for both JRF & Eligibility for Lectureship OR only for Eligibility for Lectureship. Those who qualify the Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of Lecturers of the concerned Universities/Colleges/State governments, as the case may be.

JRF: Those who qualifying for the award of JRF will be eligible to receive fellowship of UGC under various schemes, subject to their finding placement in Universities/IITs/Institutions. The validity period of the offer is two years from the date of issue of JRF Award Letter. For those who have already joined M.Phil/Ph.D, the date of commencement of fellowship will  be from the date of declaration of NET result or date of their joining, whichever is later.

Eligibility: Those who have secured at least 55% marks (without rounding off) in Master’s Degree or equivalent examination in Humanities (including Languages) and Social Science, Computer Science & Applications, Electronic Science etc. from Universities/Institutions recognised by UGC are eligible to appear for NET. SC/ST/PWD category students need only 50% marks (without rounding off) in Master’s Degree or equivalent examination to appear for NET.

Those with Ph.D, whose Master’s level examination was completed by 19th September, 1991 (irrespective of date of declaration of result) are eligible for a relaxation of 5% in aggregate marks (50%) for appearing in NET.

Those who have appeared or will be appearing at the qualifying Master’s Degree (final year) examination and whose result is still awaited or those whose qualifying examinations have been delayed may also apply. However, such candidates will be considered eligible for award of JRF/Eligibility for Lectureship, only after they pass their Master’s Degree examination or equivalent with prescribed marks within two years from the date of NET result. 

Applicant may choose the subject of his/her PG only. Those whose PG subject is not covered in the list of subjects notified, may appear in a related subject.

Age Limit & Relaxation:  JRF: Applicant should not be more than 28 years of age as on 1.12.2012. SC/ST/PWD/OBC (NCL) and women applicants will get a relaxation of 5 years in upper age limit. Relaxation will also be provided to those having research experience, limited to the period spent on research in the relevant/related subject of PG Degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority. Three years’ relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.

Lectureship: There is no upper age limit for applying for eligibility for Lectureship.
Examination Fee and Mode of Payment: Examination fee is Rs. 450/- for General candidates, Rs. 225/- for OBC (NCL), and Rs. 110/- for SC/ST/PWD applicants. Applicant should remit fee using the Bank Challan Form (Bank Copy, UGC Copy & Candidate’s Copy) that can be downloaded from
http://www.ugcnetonline.in/bank_challan.pdf. All three copies of Challan Form should be submitted at a branch of SBI along with the fee and bank charges (commission) of Rs. 20/-. The bank will retain its copy and return the other two copies of challan to the applicant.

Scheme and Date of Test: The Test will consist of three papers all with objective type questions. It will be held on 30th December, 2012 (Sunday) in two separate sessions. There will be two papers in the first session, each of 75 minutes and each carrying 100 marks. In Paper I to be held from 9.30 am to 10.45 am, there will be 60 questions of which 50 will have to be answered. For Paper II, to be held from 10.45 am to 12 noon, there will be 50 questions all of which are to be answered. The second session will have one paper, Paper III to be held from 1.30 pm to 4 pm having 75 questions all of which have to be answered and will carry 150 marks. Each question in carries 2 marks in all papers. There will be no negative marking.

Paper-I will be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. If a candidate attempts more than fifty questions, the first fifty questions alone would be evaluated. Paper-II and III will be based on the subject selected by the candidate.

Answers are to be marked on the Optical Mark Reader (OMR) sheet provided along with the Test Booklet. No candidate will be allowed to leave the examination hall/room before 11.30 a.m in the 1st session and 3.00 p.m. in the second session.

The use of calculators or Log Tables is not permitted. Mobile phones, pagers and electronic devices etc. are not allowed in the Examination Hall/Room. A candidate who does not appear in paper-I, shall not be permitted to appear in paper-II and paper-III.

Candidates are allowed to carry the Test Booklets of all Papers and duplicate copy (carbon less copy) of OMR Sheet after the examination. The detailed instructions for filling up the OMR Sheet will be uploaded on UGC website (www.ugcnetonline.in or www.ugc.ac.in ) in the last week of November, 2012. It will not be sent to the candidate by post.

Minimum Marks: The minimum marks (percentage) to be obtained in Paper I, II and III for various categories are as follows.

General: 40 (40%); 40 (40%); 75 (50 %); OBC Non-creamy layer): 35 (35%), 35 (35%), 67.5 (45 %) rounded off to 68; PWD/SC/ST: 35 (35%), 35 (35%), 60 (40 %). Only those securing minimum required marks in each Paper separately, will be considered for final preparation of result. Obtaining of minimum marks as notified will not entitle any candidate to be declared qualified for Eligibility for Lectureship only or Junior Research Fellowship (JRF) and Eligibility for Lectureship.

The aggregate percentage of Paper-I, II & III of all such candidates who obtain minimum required marks in each Paper separately, will be taken into account while preparing the result. UGC will determine cut-off points (separately for Junior Research Fellowship (JRF) and Eligibility for Lectureship both or for Eligibility for Lectureship only for each subject and category. Two lists, one with a list of the candidates who will qualify for Junior Research Fellowship (JRF) and Eligibility for Lectureship both, and the second list with those who are declared qualified for Eligibility for Lectureship only will be piublished.

The final qualifying criteria for Junior Research Fellowship (JRF) and Eligibility for Lectureship both and Eligibility for Lectureship only shall be decided by UGC before declaration of result.

Application: Application can be submitted only online, at www.ugcnetonline.in  or through a link available at www.ugc.ac.in, latest by 16th November, 2012. 

Before applying Online, applicant should possess a scanned passport (pp) size photograph in JPEG format of less than 300 kb and Copy of Bank Challan obtained after remitting the fee.

After successful submission, applicant should take one printout each of online Application Form, Attendance Slip and Admission Card on separate A-4 size papers. They must affix their recent identical passport size photographs, at the places indicated, on the printout of Online Application Form and Attendance Slip and sign across the photograph after it is affixed so that a part of the signature spreads over the Application Form and Attendance Slip beyond the photograph. It should also be attested by the Head of the University Department/ Principal of the College/Class-I Gazetted Officer. Applicant may retain a photocopy of the Application Form and Attendance Slip for record. Those seeking concession in fee are required to submit attested copy of their OBC (Non-creamy layer)/SC/ST/PWD certificate along with online printout of their Application Forms obtained while applying on-line.

The Application, consisting of one copy of printout of online application form and one copy of Attendance Slip along with (i) Copy of Bank Challan (UGC copy) (ii) Attested copies of SC/ST/Persons with Disability (PWD)/ OBC (Non creamy layer) certificates, if applicable (iii) Certificate of educational qualification/research experience, in case applicable, entitling the applicant to age relaxation, duly attested by a Gazetted Officer, must reach the Registrar/Principal of the Coordinating University/College on or before 22.11.2012 in an envelope super-scribed ‘UGC National Eligibility Test for Junior Research Fellowship and Eligibility for Lectureship, December, 2012’. Printout of online application should not be sent to UGC.

Applicant should retain the print out of online Admission card with them and carry it on the day of examination after affixing the identical passport size photograph as in the application. The photograph must be signed across by the candidate after affixing, so that a part of the signature spreads over the Admit Card. Besides, it should be attested by the Head of the University Department/ Principal of the College/ class-I Gazetted officer. No Admission Card will be issued by the respective NET Coordinating Universities/Colleges.

Applicants are requested to ascertain their venue of the test/seating arrangement from the website of the respective NET Coordinating University/College and note it in their printout of online Admission Card latest by 20th December, 2012. They are required to bring a photo identity card also along with their printout of online Admission Card on the day of examination.

Exemption (Eligibility for Lectureship): NET/SLET/SET will remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/ Colleges/Institutions. Those who have been awarded Ph. D in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, will be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions. Those who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted from appearing in NET.
For SET Candidates: Those who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002, are exempted from appearing in NET, they being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of Lecturer only in the Universities/Colleges situated in the state from where they have cleared their SET.
